Welcome Back Everyone, It's that time of year again when dedication and commitment stand out among many parents, players and the people of our community. In preparation for this millennium season we have gone to great lengths to provide upgrades to our facility, involve our community more in our endeavors and plan a variety of upcoming events to highlight our baseball season here at Lomita Little League.
We have and will keep striving for the goals we have set forth for this season and many more to come. For some of our children it will be their last year in Little League and for others they are just starting out. Therefore, it is our plan to make this a good memory for the seniors and something to look forward to next year for the returning players and their families.
We ask you as parents and participants to help us provide a clean and safe environment for our children. Everything we do reflects on our children in some way. Little League is a place where people can come no matter what religion, race or background; watch their children in a good game of baseball and for a little while forget about the animosities of the world. Parents walk away with smiles on their faces and know in their hearts this is what it's all about; THE KIDS! We might not always see eye to eye but we all have the responsibility of teaching our kids good sportsmanship, and the value of friendship.
We have a "stay positive rule" around Lomita Little League, even though it's hard sometimes. But we have seen many good things come about because of perseverance and staying positive. I hope all of you will join us in our philosophy. It makes for a better environment for our kids.Thanks to all for your time and commitment.

West Basin Municipal Water District 'Checks In' with $2,300 for Lomita Little League!
Thanks to everyone who participated in the West Basin Municipal Water District's low-flush toilet giveaway at Lomita City Hall. The hard work on giveaway day and in dealing with the collection of old toilets the following week, paid off in a check to the league for about $2,300.
City of Lomita 'Checks In' with $1,638 for Lomita Little League!
Thanks to the success of Lomita's 5000 Run/Walk, Lomita Little League was the beneficiary of a check for $1,638, with the Friends of Lomita Library receiving $3,638, the Lomita Railroad Museum Foundation getting $1,638 and $500 went to the Sister City Association. Please thank city officials for their generosity whenever you get the chance, and remind them that YOU are proud they back YOUR Little League!
Par 4 Sports Grill 'Checks In' with $1,000 for Lomita Little League!
Once again, Gary Paulson and Sue Kim from Lomita's Par 4 Sports Grill have shown their generosity to Lomita Little League, this time with a check for $1,000. The money is part of the $3,700 Mr. Paulson and Ms. Kim raised during a Sept. 3 fund-raising tournament at Los Verdes Country Club. They also donated money to the Boy Scouts, Girl Scouts, Narbonne Booster Club, Narbonne Future Farmers of America and a local senior citizens group. Please call these fine folks at Par 4 and thank them for their ongoing generosity to Lomita Little League.

AS LONG AS FUNDS ARE AVAILABLE, scholarships will be made available. Monies donated to the league for the stated purpose of scholarships, will be used solely for that purpose. Scholarships will be provided on a first-come basis, with those families earning below the annual federal poverty line minimum getting priority consideration.
All signups are required to leave a deposit. If your child is selected to receive a scholarship, your deposit will be refunded.

The Official Baseball Rules are made by a committee led by Major League
Baseball, but they are also used by the minor leagues, and also by many
amateur leagues with slight modifications. The Official Rules' references

Lomita Ground Rules: 2000
Lomita Little League - 2000 Ground Rules
All rules in the Official Little League Rule book(s) shall be binding except as follows:
1. There are no time limits in Senior, Junior, and Major Baseball. Minor baseball shall have a 2 1/2 hour time limit; T-ball shall have a 1 hour and 10 minute time limit; Major Softball shall have a 2 hour and 15 minute time limit, intermediate will have a 90 minute time limit (Game in play will finish any inning in play - no new inning will start).2. Games which do not qualify as regulation (See rule 4:10) and are called by the umpire for any reason shall be played to Regulation at the next available date starting from where it left off. The Vice President of that Division will coordinate the rescheduling of games. There will be rescheduling of T-Ball, Minor, and Girls softball games, if time permits.
3. A team may score only six runs per time at bat in the Minor Division.
4. The Winner of the First Half of the season will play the winner of the Second Half of the season (Provided there are two different teams) in a two out of three game playoff for that division, if time permits. Otherwise, a one game playoff for that division will be played. This pertains to divisions involved in tournament play only.
5. Games will begin at the exact scheduled time unless there is an official delay (thirty minute maximum). Teams will have a fifteen minute grace period to field a full team. A full team is nine eligible players. No Exceptions!
6. Inability of either team to field a full team shall be handled in accordance to rule(s) 4:16, 17, and/or 18 of the little league rule book. Vice Presidents are required to verify all pertinent data to be brought before the Board of Directors. An automatic rescheduling will be made if the manager gives the Vice Presidents at least twenty-four hours notice prior to game time, of the inability to field nine players.
7. All team members, unless sick, injured or on disciplinary action, must play a minimum of six consecutive outs and one at bat.
8. If rule seven is violated, that player(s) involved shall start the next game and play no less than the mandatory time limit for both games (twelve outs and two at bats).
9. Substitutions must be given to the official scorekeeper and the opposing manager or coach. The home team shall be responsible for supplying the Official Scorekeeper. The visiting team shall supply the announcer. No game shall start without an official scorekeeper; said scorekeeper shall not be a manager or coach in the dugout! Official Scorekeeper must be in the announcer’s booth. Scorekeeper must be an adult (eighteen years or older). No Exceptions! There is no coaching from the score booth. The scorekeeper is responsible for keeping any children in the score booth quiet. There will be no more than three people in the score booth at one given time.
10. Only players, managers and coaches of the participating teams, and umpires shall be permitted on the playing field prior to and during the game. If necessary, field maintenance personnel will be allowed on the field prior to the game.
11. Managers and coaches are to remain in the dugout and maintain full control of their teams’ actions and conduct on and off the field.
12. Managers and coaches must ask for, and receive permission from plate umpires before leaving the dugout and coming onto the field.
13. The only drinks allowed in the dugout shall be water or Gatorade in plastic containers. No player shall leave the dugout except to go to the restroom and must have permission from the manager / coach and umpire(s). No player is to go to the snack bar during the game that he / she is participating in. Manager(s) and Coach (es) shall enforce these rules. No food will be allowed in the dugouts except gum or sunflower seeds.
14. Unsportsman like conduct by a player, manager, coach, or spectator (including parents) such as foul language, throwing equipment, harassing other players, managers / coaches or umpires, or fighting will not be tolerated. Adult violators will be ejected from the game and must leave the property for the remainder of the game. Players who are in violation may remain in the dugout or may be asked to leave the area. Umpires and managers shall determine if any ejected players without parental supervision will be required to leave the dugout. Players will set out the next scheduled game in uniform. Managers and / or coaches will not be allowed to attend the next scheduled game played by any means! A rainout of a game would not be considered as a scheduled game played. Players, managers, and coaches wishing to appeal may do so to the Board of Directors prior to the next scheduled game. An agent of that division and at least three board members not involved in that division shall meet and resolve the appeal.
15. All protests must be in writing. The manager protesting must notify the official scorekeeper when protest is made. The official scorekeeper shall enter the protest in the official score book at that time to ensure that all playing records are correct. The manager must submit, in writing his / her protest within twenty-four hours to the league president. A protest board composed of the league, player agent of division involved, and at least three other board members not involved in the same division shall meet and resolve the protest, in not less than twenty four hours, but not more than seven days following the protest hearing date. There shall be no protest in the T-Ball and Minor Divisions.
16. No player shall wear any visible jewelry, such as earrings, rings, necklaces, watches, nose rings, etc. on the playing field or in the coaches box. In the event a player has newly pierced earrings covered with a Band-Aid prior to entering the playing field; the player shall be able to play. Managers, coaches and umpires shall enforce this rule.
17. All catchers must wear a catcher’s mask that has a throat protector and extended grill plate for protection. Catchers must wear facemask during practices, and warm-up. Complete gear must be worn during the game. All male catchers must wear a protective cup. No Exceptions!
18. No disciplinary action may be taken on a player without first notifying the player agent or the Vice President of that division. During a game the manager must notify the umpire, the official scorekeeper, and the manager of the opposing team of the disciplinary action on any player during a game.
19. After confirmation of the loss of a player, the manager has fourteen days to select a replacement player from the Minor Division provided the player is eligible to be drafted up to the major division. If a replacement is not made within fourteen days the player agent will assign an eligible player to said team. This can be done up to the last two weeks of the season. No one from the waiting list or outside the league may be picked up at this time. Eligible players are players who are rostered players at the time of the termination of the player being replaced. All other players need to play a minimum number of games before being eligible to be picked from the roster for promoted to a higher division.
20. There are no coaches options at drafts. Except in T-ball/Intermediate level.
21. Seven and eight year olds may play in T-ball or Minor baseball / softball depending on ability and safety factors.
22. Ten, eleven, and twelve-year olds may play either Minor or Major division depending on ability and safety factors.
23. There are no practice games between teams once the season starts. Except in T-ball/Intermediate level.
24. On Major / Minor and Senior field, the foul ground areas adjacent to the dugout is considered a "Dead ball area".
25. Any late sign-ups or players who did not try out will be placed in the minor division and drawn from a hat when each team is receiving a player. This includes manager's children. Even if a child is a manager's option or a brother-sister option the child still must try out.
26. Any coaches not approved by Lomita Little League's Board of Directors shall not be permitted in the dugout. All managers, coaches, team moms, and any other volunteer involved with working with the children of the league must have a volunteer form on file with the league. No exceptions!
27. First place manager of the senior, Junior, and Major divisions have the option of taking the All-star team for their division. In case the first place manager opts not to take the team, the second place manager has the option to take it, and so on, according to how their teams placed in the standings. If no senior or major manager opts to take the team in his or her division, junior managers will have the option to take the senior team; minor managers will have the option to take the major team, according to how they placed in the standings of their division. All major managers have the option to take the 9 and 10-year-old All-Star team, before it is passed to the minor division managers according to how they placed in their division standings. All managers are subject to approval by the leagues Board of Directors.
28. No illegal drugs, drug paraphernalia or alcoholic beverages shall be allowed on Lomita Little League / Navy property.
29. No profanity or obscene gestures will be tolerated on the field, in the dugout, in the announcer's booth, or on Lomita Little League / Navy property.
30. Any manager, coach, player or spectator who violates and / or disregards the rules set forth in the Little League rule book(s) or the ground rules listed in this document, shall be subject to suspension or dismissal from the league at the discretion of the Board of Directors.
31. No use of tobacco (smoking and / or chewing) shall be tolerated on the field, in the dugout, in the announcer’s booth, or in the bleachers.
32. Home team will drag the field before each game. Visitors shall chalk the baselines and batters box before each game. If it is the last game of the day to be played on that field, both teams shall rake the baselines, pitchers mound and batters box, and drag the infield again at the end of the game. The managers will insist that there players pick up their trash inside the dug outs and that the parents will sweep and clean up the trash in the stands, before the players leave. This is the responsibility of the managers to direct their team in a clean up effort.
33. If a manager or coach has a question regarding a play, applied ground rule, etc.; they will not direct their question off the field to anyone but the Player Agent or V.P of that division.
34. No minors are allowed in the snack bar unless they have been trained in safety and operating procedures, and are actually there to work in the snack bar. There will be no more than one qualified minor working in the snack bar per shift. No minors under the age of 16 will be working in the cooking area. (Insurance reasons) No minor will be working in the snack bar without adult supervision.
35. Ten Run Rule: Section 4.10 (e) The ten run rule will not be utilized.
36. No manager or coach shall umpire in the same division that they are presently rostered in as a coach or a manager. If there is no umpire for the designated game; then each manager or coach will take his/her turn and umpire behind the pitchers mound. This has to be a mutual decision between the two opposing managers. If an agreement is not made then the game will be re-scheduled or both teams will take a forfeit for that game.
37. Major Softball Division: Maximum of five (5) runs per inning is allowed, after which time, the team at bat will take the field. Note: The values of the final play stands. The sixth inning and beyond is unlimited runs; each half of the sixth inning is completed by getting three outs.
38. Major Softball Division: Substitutions shall be made no later than the end of the third inning, or at one (1) hour after the scheduled starting time, whichever occurs first. When the one-hour time limit is reached prior to the end of the third inning, the substitutions may be made at the end of the inning in progress. Note: Free substitutions and each player must play three (3) complete innings and have one (1) at bat.
39. Major Softball Division: All players must be in full uniform and properly dressed (shirts tucked in). Hats or visors are optional, but if one girl wears a hat or a visor, they all must wear a hat or visor. If one girl does not wear a hat or visor, they all do not wear hats and visors. The umpire is to enforce this rule.
40. Major Softball Division: The batting order shall be such that every player is listed in a continuous order. This may not be changed once the game has started. Players may change positions on the field, but the batting order will remain the same.
41. Lomita little league will play by the base rules set forth by inter-league West Torrance ground rules for softball.
