Community Services

The Housing Authority works with the Los Angeles County Housing Authority and the Department of Housing and Urban Development in the management and administration of the City owned senior housing complex, Lomita Manor. The Housing Authority's key objective is to continue working with the Los Angeles County Housing Authority and the Department of Housing and Urban Development with the monitoring and review of financial documents and provide assistance to the management for the City owned senior housing complex, Lomita Manor.

The Community Services Department comprises the Community Development Block Grant (CDBG) - Administration, CDBG - Rehabilitation: Handyworker, Rebate, and Grant Project, CDBG - Lifeline Personal Response System and CDBG - Removal of Architectural Barriers at City Hall.

The Community Services Department administers the Community Development Block Grant (CDBG) programs following the guidelines of Community Development Block Grant regulations and provides staff to the Community Development Advisory Board. This department also works with the Los Angeles County Housing Authority and the Department of Housing and Urban Development in the administration of the housing programs available in the City. The Housing and Community Services Department's key objectives are to:

  • Continue the administration of the 2000-01 CDBG funded projects, including the preparation of all relevant reports, implementation of the City's Citizen Participation Plan and overall program development.
  • Continue ongoing housing revitalization activities by providing rehabilitation assistance and complete 40 handyworker jobs, 20 grants, and 10 rebates between July 1, 2000 and June 30, 2001.
  • Assist 25 seniors and/or disabled persons with Lifeline units during the period of July 1, 2000 to June 30, 2001.
  • Provide for the removal of architectural barriers at the Lomita City Hall. The initial phase will be modification of City Hall Council Chambers to allow for public access of disabled patrons.

The City of Lomita offers the Lifeline Personal Response System (LIFELINE) on a grant basis to elderly (55 or older) and/or disabled persons with serious health problems who reside within the City. Assistance is available 24 hours a day in conjunction with Lifeline Central Monitoring Services.

Banners in Front of City Hall 
For non-profit banner installations across Narbonne Avenue, in front of the Lomita City Hall, please complete a Notice of Intention to Install Banners. Requests may be submitted via mail, fax, or in person at Lomita City Hall.

The Lomita Municipal Code, Section 11-1.67.06 (4) States that any nonprofit organization may install a banner(s) across city or state right of way subject to the requirements of the planning director. In addition, all organizations shall furnish to the City a written description of the banner to be approved by the City of Lomita.

Approved banner installation requests must be accompanied by a permit. Permits shall be issued only to Non-Profit Organizations for the purpose of publicizing non-commercial ventures and events or commercial events of an area-wide or general Community interest. The banner permit fee is $150.
Traffic Investigation Requests
For traffic related concerns in the City of Lomita, please complete a Traffic Investigation Request form. Requests may be submitted via mail, fax, or in person at Lomita City Hall.
All requests are initially reviewed by the Community Services Director. If further investigation is recommended, the request will be reviewed by the Technical Traffic Advisory Committee (TTAC) in accordance to TTAC's procedures and schedule.
