Boards, Commissions and Committees
GENERAL INFORMATION
Serving on a board, commission or committee is a voluntary public service, important to the city and the community. Commissioners are interviewed and appointed by City Council and, except for Railroad Museum Foundation Boardmembers, shall serve no more than eight years on the same board, commission or committee. Before a commissioner can transfer to another board, commission or committee, he/she must have served continuously for one year.
Applications for commission appointment may be downloaded here, and are also available at the City Clerk's office. They are accepted on a continuous basis and will be retained in the active file for one year and for one additional year at the applicant's request. Notices of vacancies are posted at City Hall, the Library, the Post Office and Lomita Park and will also be announced on the city's cable access, Channel 16.
The commission application is a public document. Information provided on the application is available to the public upon request. Applications without a phone number or address cannot be considered. Commissioners must be registered voters and residents of the City of Lomita, except for the Railroad Museum Foundation Executive Board. Youth members must be high school students residing in Lomita.

DESCRIPTIONS AND RESPONSIBILITIES
PLANNING COMMISSION
7 Members - Meets 2nd Monday at 7:00 p.m.
Works with the Planning Department for the orderly growth of the community including preparation of the comprehensive General Plan. It conducts investigations, holds hearings, and submits recommendations to the City Council on such matters as amendments to the Zoning Ordinance, tentative tract and parcel maps. The commission has the authority for approval or denial of site plans, conditional use permits, variances and other use permits, all of which decisions are subject to appeal to the City Council. Commissioners serve four-year terms and must file an annual conflict of interest statement with the FPPC.
PARKS AND RECREATION COMMISSION
5 Members, including 1 Youth Member - Meets 4th Tuesday at 7:00 p.m.
Advises the City Council in all matters pertaining to public recreation; assists in the development of recreation programs; plans for development and maintenance of park facilities. Commissioners serve four-year terms. Youth member is appointed to a one-year term.
PUBLIC SAFETY AND TRAFFIC COMMISSION
7 Members, including 1 Youth Member - Meets 4th Wednesday at 6:00 p.m.
Reviews and advises the City Council on traffic issues, including street parking, stop signs, no parking zones, street sweeping, pedestrian safety, special traffic enforcement, striping changes, and other related items. Reviews and advises on issues of concern to public safety, such as police and fire protection, emergency preparedness, earthquake safety and other related items. Protects the public health, safety and welfare of all Lomita residents and promotes public safety events. Recommends to City Council methods of eradicating graffiti and dealing with gangs in the city; sponsors programs in cooperation with local schools, the Sheriff's Department and other agencies.
Commissioners are appointed for four-year terms. Youth member serves a one-year term.
RAILROAD MUSEUM BOARD
5 Members, plus one advisory Youth Member - Meets 2nd Monday at 7:00 p.m.
Advises City Council in all matters pertaining to the Lomita Railroad Museum, promotes understanding and financial support of the Railroad Museum. The Board conducts surveys and reports as requested by City Council, makes budget recommendations, approves Foundation budget, recommends community programs and conducts periodic visits to the museum.
Boardmembers serve three year terms; must be residents of Lomita and registered voters. Youth member is advisory only (non-voting) and must be a high school student living in Lomita.
RAILROAD MUSEUM FOUNDATION EXECUTIVE BOARD
7 Members - Meets 4th Monday at 7:00 p.m.
The Lomita Railroad Museum Foundation is a non-profit organization which promotes the Railroad Museum. The Board works with Museum Board and city staff to raise funds in support of the museum, plans and develops special events, and recruits and trains volunteers.
Boardmembers are appointed for three year terms without term limits or residency requirements.
TREE COMMISSION
5 Members - Meets 3rd Wednesday at 6:00 p.m.
The Tree Commission's mission is to establish and maintain a full compliment of street trees on every street in Lomita; develop consistent and distinctive plantings along Lomita's major streets; select, situate and maintain street trees appropriately to minimize hazard, nuisance, landscape damage and maintenance costs and encourage the proper care of all trees whether privately owned or on city property. Members are appointed to four year terms.
