  2. The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

  3. ORAL COMMUNICATIONS
  4. Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to the podium and give your name and address for the record. In order to conduct a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda items should so state at this time.

  5. CONSENT AGENDA

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below. There may be separate discussion of these items prior to the time the Council votes on the motion. Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

  1. Approval of Minutes: Minutes of September 4
  2. Approval of Demands – $487,937.07
  3. Motion to Waive Further Reading.
  4. Report recommending that funds from the Local Law Enforcement Block Grant program be used to continue funding of the Community Resources Deputy. RECOMMEND APPROVAL.
  5. Report recommending that an approved lead-based paint inspection consultant be hired to make assessments of lead-based paint discovered on sites receiving CDBG funds. RECOMMEND APPROVAL.
  6. Report recommending that plaque formerly located at the post office be relocated to Veterans Park. RECOMMEND APPROVAL.
  7. Report submitting resolution expressing outrage and sorrow regarding the terrorist attacks on the United States on September 11, 2001 and encouraging every citizen to support the President and Congress of the United States of America. RECOMMEND APPROVAL.
  8. Report authorizing submittal of amendment to CDBG project Removal of Architectural Barriers at City Hall. RECOMMEND APPROVAL.
  9. Report submitting job description for Junior Accountant. RECOMMEND APPROVAL.
  10. Report recommending support of California Affordable Quantity and Quality Water Act to be introduced by Senator Barbara Boxer. RECOMMEND APPROVAL.
  11. Report submitting plans and specifications for the improvement of Pacific Coast Highway. RECOMMEND APPROVAL.

PUBLIC HEARINGS

  1. PIPELINE FRANCHISE
  2. Public hearing to consider objections to the granting of a new oil pipeline franchise to Pacific Pipeline LLC. Presented by City Atty Diaz.

  3. ZONE VARIANCE CASE NO 159
  4. Public hearing on an appeal of Planning Commission denial of a request to construct a detached garage to exceed 16 feet in height to utilize overhead space for office and storage at 24001 Eshelman Avenue. Presented by Comm Dev Drtr Kawasaki.

    SCHEDULED MATTERS

  5. WORKSHOP SESSION
  6. Report recommending that a workshop session be scheduled to discuss the Cypress Street reservoir.

  7. CITY COUNCIL MEETING LOCATION

Report relative to use of alternate site to conduct City Council and Planning Commission meetings during upgrade of existing Council chambers. Presented by Housing & Block Grant Drtr McPherron.
