  5. The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

  6. ORAL COMMUNICATIONS
  7. Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to the podium and give your name and address for the record. In order to conduct a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda items should so state at this time.

  8. CONSENT AGENDA

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below. There may be separate discussion of these items prior to the time the Council votes on the motion. Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

  1. Approval of Minutes: Minutes of August 20(2)
  2. Approval of Demands – $335,956.36
  3. Motion to Waive Further Reading.
  4. Report submitting resolution authorizing submittal of an application for used oil recycling block grant monies from the California Integrated Waste Management Board for the Used Oil Recycling Block Grant for 2001-02. RECOMMEND APPROVAL.
  5. Report recommending approval of class specifications for Human Resources Officer and Junior Accountant. RECOMMEND APPROVAL.
  6. Report recommending installation of handicapped ramps at various locations. RECOMMEND APPROVAL.
  7. Report recommending approval of change order with GMC Engineering Inc for concrete improvements on Pacific Coast Highway for $331,000. RECOMMEND APPROVAL
  8. Report submitting resolution supporting efforts of California Congresswoman Jane Harman to convey land to the City of Lomita for recreational purposes. RECOMMEND APPROVAL.
  9. Report recommending change order with All American Asphalt for resurfacing of Eshelman Avenue for $70,205 and change order for the construction of 256th Street for $99,659. RECOMMEND APPROVAL.
  10. Report recommending approval of traffic striping plan for Narbonne Avenue as it affects the downtown streetscape project. RECOMMEND APPROVAL.
  11. Report recommending that City Administrator seek statement of qualifications from individuals and firms to provide city engineering and public works coordination services, authorize the City Administrator to obtain interim services and issue notice of termination to current provider. RECOMMEND APPROVAL.
  12. Report recommending red curb on Woodward Avenue between Lomita Boulevard and 245th Street. RECOMMEND APPROVAL.

PUBLIC HEARINGS

6. CITIZENS OPTION FOR PUBLIC SAFETY (COPS)

Public hearing on a resolution making appropriations from the Established Reserve Account within the General Fund for the Citizens Option for Public Safety (COPS) Program. Presented by Asst City Adm Irwin.
