2. ORAL COMMUNICATIONS FROM THE CITY COUNCIL

The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

  1. ORAL COMMUNICATIONS
  2. Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to the podium and give your name and address for the record. In order to conduct a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda items should so state at this time.

  3. CONSENT AGENDA

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below. There may be separate discussion of these items prior to the time the Council votes on the motion. Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

 

a. Approval of Minutes: April 2, 16(2) and 23

  1. Approval of Demands – $675,808.64
  2. Motion to Waive Further Reading
  3. Report submitting agreement with Rafael Mendoza to provide handyworker supervisor services. RECOMMEND APPROVAL.
  4. Report submitting resolution calling and giving notice of a general municipal election to be held on November 6, 2001 for the purpose of electing three members to the City Council and resolution requesting services from the Board of Supervisors relating to the election. RECOMMEND APPROVAL.
  5. Report submitting agreement with CALTRANS for the maintenance of state highways in the city. RECOMMEND APPROVAL.
  6. Report submitting recommendation from Traffic Safety Commission to post Leola Street for street sweeping purposes. RECOMMEND APPROVAL.
  7. Report recommending that the State Legislature not reduce funding of the California Infrastructure and Economic Development Bank. RECOMMEND APPROVAL.
  8. Report recommending that the city support an amicus brief in the Pleasant Hill Bayshore v Chip It Recycling case pending in the California Court of Appeal. RECOMMEND APPROVAL.
  9. Report submitting agreement with Transmachine Foundation for construction and management of improvements at Railroad Museum property and approval of scope of development. RECOMMEND APPROVAL.
  10. Report recommending reappointment of William Burford as a member of the Workforce Investment Network (WIN) representing the city. RECOMMEND APPROVAL.

PUBLIC HEARINGS

  1. FEES DEALING WITH SOLID WASTE FRANCHISE APPEAL AND TRANSFER FEES
  2. Public hearing on a resolution establishing fees to implement Sections 5-3.20(h) and (i) of the Municipal Code relating to solid waste franchise appeal and transfer fees. Reschedule to July 2, 2001. Presented by Mgmt Analyst Hogan.

  3. PROPOSED BUDGET 2001-02
  4. Public hearing on proposed budget for July 1, 2001 through June 30, 2002 and approving resolutions adopting the budget, confirming the factors used for calculating the annual appropriations limit for 2001-02, establishing a compensation plan for employees and establishing reimbursement policy for expenses for councilmembers, commissioners and employees. Presented by Int City Adm Griest.

     

     

     

     

    SCHEDULED MATTERS

  5. HARBOR CHURCH REQUEST
  6. Request that the City Council reconsider denial by the Parks Commission for the Harbor Church to hold a picnic at Lomita Park on Labor Day. Presented by Parks Director Blount.

  7. CITY ADMINISTRATOR

Approval of employment agreement for City Administrator. Presented by Int City Adm Griest. (Oral report and employment agreement to be provided at meeting).

CLOSED SESSION

Conference with labor negotiator: City Administrator: all positions per G C Section 54957.6.

Public employee appointment – title: City Administrator pursuant to G C Section 54957.
