Presentation of Certificates of Appreciation to poster winners and sponsors of the 11th Annual Follow Me I’m Gang & Drug Free Walk.

Presentation of proclamation declaring May 26, 2001 as World No Tobacco Day.

3. ORAL COMMUNICATIONS FROM THE CITY COUNCIL

The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

  1. ORAL COMMUNICATIONS
  2. Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to the podium and give your name and address for the record. In order to conduct a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda items should so state at this time.

  3. CONSENT AGENDA

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below. There may be separate discussion of these items prior to the time the Council votes on the motion. Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

 

a. Approval of Minutes: April 2

  1. Approval of Demands – $420,718.65
  2. Motion to Waive Further Reading
  3. Second reading and adoption of Ordinance No. 638 which amends Chapter 14 "Personnel System of Title II of the Municipal Code to update the city’s personnel system. RECOMMEND APPROVAL.
  4. Report submitting request from Chamber of Commerce that fees be waived in connection with kiddie rides at the Founders Day celebration. RECOMMEND APPROVAL.
  5. Report submitting resolution of intention to schedule a hearing date of July 16, 2001 and a resolution ordering the public works coordinator to prepare a report in connection with Landscape Assessment District No 1, Palos Verdes Drive North. RECOMMEND APPROVAL.
  6. Report requesting authorization to submit a Prop C application to the MTA for the removal of nonconforming outdoor advertising signs. RECOMMEND APPROVAL.

PUBLIC HEARINGS

  1. SOLID WASTE HANDLING SERVICES
  2. Public hearing on a proposed ordinance which amends Titles V and VI of the Municipal Code relative to collection and recycling of Solid Waste and Recycling and authorizing the furnishing of such services pursuant to franchise, permit or license. Presented by City Atty Diaz.

    SCHEDULED MATTERS

  3. DOWNTOWN STREETSCAPE PLAN
  4. Report submitting plans and specifications and notice inviting bids for the Downtown Streetscape Plan. Presented by Comm Dev Drtc Kawasaki.

  5. TRANSMACHINE PROPOSAL

Report submitting recommendation from Railroad Museum Board relative to proposal from American Honda on the TransMachine Learning Center at the Railroad Museum expansion lot. Presented by Interim City Adm Griest.

CLOSED SESSION

Conference with legal counsel regarding Southern California Association of Governments, a regional planning agency and joint powers authority, et al. V. Julie Bornstein, Director of the Department of Housing and Community Development, a department of the Business, Transportation and Housing Agency of the State of California et al, one case pursuant to G C Section 54956.9(c)

Conference with real property negotiator: City Administrator for the City and Transmachine Foundation for the proposed lessee for property at 2137 W. 250th Street. Under consideration: price and terms of payment pursuant to G C Section 54956.8.
