  2. Performance by students from Lomita Magnet School regarding their Spring Garden project and presentation of certificates of appreciation to teachers.

  3. ORAL COMMUNICATIONS FROM THE CITY COUNCIL
  4. The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

  5. ORAL COMMUNICATIONS
  6. Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to the podium and give your name and address for the record. In order to conduct a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda items should so state at this time.

  7. CONSENT AGENDA

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below. There may be separate discussion of these items prior to the time the Council votes on the motion. Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

 

  1. Approval of Minutes: January 16 and 30
  2. Approval of Demands – $451,844.05
  3. Motion to Waive Further Reading
  4. Report submitting resolution approving the adoption of a Disadvantaged Business Enterprise (DBE) program. RECOMMEND APPROVAL.
  5. Report submitting revised Community Development Block Grant FY 2001-2002 HUD allocation. RECOMMEND APPROVAL.
  6. Report from Railroad Museum Board requesting that funds be allocated for a one day workshop conducted by Pelegrino & Associates. RECOMMEND APPROVAL.
  7. Report recommending a workshop be scheduled for 6:00 PM March 19th to discuss public works yard and Lomita Park improvements. RECOMMEND APPROVAL.
  8. Report submitting resolution approving and authorizing an assignment agreement between the City of Rolling Hills and Lomita regarding the transfer of CDBG funds for fiscal year 2001-02. RECOMMEND APPROVAL.
  9. Report submitting resolution to apply for California Integrated Waste Management Board Reuse Assistance Grant and recommending funding and staff time for this grant.

PUBLIC HEARINGS

  1. CONDITIONAL USE PERMIT CASE NO 204
  2. Public hearing on an appeal of Planning Commission denial of a request to modify a condition of Conditional Use Permit No 159 which requires a masonry wall 6 feet high along the easterly property line. The applicant is requesting to substitute a 6 foot high wood fence. Conditional Use Permit No 159 was a request to serve beer and wine as an accessory to an existing restaurant at 2347 Pacific Coast Highway in Zone C-R. Presented by Comm Dev Drtr Kawasaki.

  3. DEVELOPMENT STANDARDS FOR HOTELS/MOTELS
  4. Public hearing on a proposed ordinance which amends the Municipal Code relative to special development standards for hotels and motels. Presented by Comm Dev Drtr Kawasaki.

     

    SCHEDULED MATTERS

  5. PROPOSED BILLBOARD MAINTENANCE ORDINANCE
  6. Consideration of ordinance to control the appearance of billboards. Presented by Int City Adm Griest.

  7. BIKEWAY PROJECT

Report relative to connecting the Lomita and Torrance bikeway. Presented by Asst City Administrator Irwin.
