2. ORAL COMMUNICATIONS FROM THE CITY
COUNCIL
The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.
3. ORAL COMMUNICATIONS
Persons
wishing to speak to the City Council on subjects other than those scheduled are
requested to do so at this time. When
addressing the council, please come to the podium and give your name and
address for the record. In order to
conduct a timely meeting, a 5 minute time limit per person has been
established. Amendments to Government
Code Section 54954.2 prohibit the City Council from taking any action on a
specific item unless it appears on a posted agenda.
Persons wishing discussion on Consent Agenda items should so state at
this time.
4. CONSENT AGENDA
All items under the
Consent Agenda are considered by the Council to be routine and will be enacted
by one motion in the form listed below.
There may be separate discussion of these items prior to the time the
Council votes on the motion. Specific
items may be removed from the Consent Agenda at the request of any
Councilmember or staff.
a. Approval of Minutes – July 10, July 17 and August 7
b. Approval of Demands – $168,445.67
c. Motion to Waive Further Reading
d. Report from Traffic Safety Commission recommending a vision safety zone on the east side of Pennsylvania Avenue south of 246th Street. RECOMMEND APPROVAL.
e. Report from Traffic Safety Commission recommending extension of a vision safety zone on the east side of Pennsylvania Avenue south of 251st Street. RECOMMEND APPROVAL.
f. Report submitting amendment to Carson/Lomita/Torrance Joint Powers Agreement for the purpose of creating an employment and training consortium. RECOMMEND APPROVAL.
g. Report recommending approval of bike path project. RECOMMEND APPROVAL.
h. Report recommending approval of a contract between the City and the California Conservation Corps for planting trees authorized under the California Division of Forestry and Fire Protection’s Trees of the Millennium grant program. RECOMMEND APPROVAL.
i. Report from Railroad Museum Foundation requesting approval of funds for the sealing of the water tower. RECOMMEND APPROVAL.
5. CITIZENS OPTION FOR PUBLIC SAFETY (COPS)
Public hearing to consider requests submitted by the Sheriff’s Department for funding of front line municipal police services in accordance with provisions of AB 3229. Presented by Asst City Adm Irwin.
6. ORDINANCE DEALING WITH TIME EXTENSIONS
Public hearing on a proposed ordinance which amends Sections 11-1.72.20-11-1.72.21 pertaining to the expiration and termination of variances and conditional use permits and adds Section 11-1.72.24 addressing the right to review a conditional use permit. Presented by Comm Dev Drtr Kawasaki.

submitting resolutions of the City Council and the Community Development
Commission authorizing formation of a joint exercise of powers authority with
the Community Development Commission.

7. WORKFORCE INVESTMENT ACT
Report recommending appointment of members of the new Carson/Lomita/Torrance Workforce Investment Network (WIN) Board: Dr. Linda Spink, William Burford and Ted Talbot. Deputy City Clerk to administer Oath of Office.
8. COMMISSION VACANCIES
Appointment of commissioners/boardmembers to Planning Commission, Parks Commission, Community Development Advisory Board and Railroad Museum Board.
Initiation of litigation pursuant to G C Section 54956.9(c) - (1) case
