Presentation and introduction of students representing Lomita for the Takaishi Student Exchange Program.

 

3.     ORAL COMMUNICATIONS FROM THE CITY COUNCIL

 

The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

          

4.     ORAL COMMUNICATIONS

 

Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time.  When addressing the council, please come to the podium and give your name and address for the record.  In order to conduct a timely meeting, a 5 minute time limit per person has been established.  Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda.  Persons wishing discussion on Consent Agenda items should so state at this time.

 

5.     CONSENT AGENDA

 

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below.  There may be separate discussion of these items prior to the time the Council votes on the motion.  Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

 

a.     Approval of Minutes: April 25, May 1 and May 15 (2)

 

b.     Approval of Demands – $201,451.29

 

c.     Motion to Waive Further Reading

 

d.     Report submitting agreement with Richards, Watson & Gershon for legal services relating to the water reservoir project.  RECOMMEND APPROVAL.

 

e.     Report recommending authorization to proceed with bid process to lease water rights for fiscal 2000-01.  RECOMMEND APPROVAL.

 

f.      Second reading and adoption of Ordinance No 624 which amends Chapter 7 of Title VI of the Municipal Code dealing with escorts and escort services.  RECOMMEND ADOPTION.

 

g.     Second reading and adoption of Ordinance No 625 which amends Chapter 4 of Title IV of the Municipal Code pertaining to noise regulations and neighborhood sound and yard maintenance controls including leaf blowing machines.  RECOMMEND ADOPTION.

 

h.     Report from Public Safety Commission relative to membership and goals.  RECOMMEND APPROVAL.

 

i.      Report submitting renewal of agreement with Long Beach Memorial Medical Center for Lifeline Personal Response System.  RECOMMEND APPROVAL.

 

PUBLIC HEARINGS

 

5.  2000-01 BUDGET

 

Public hearing on proposed budget for July 1, 2000 through June 30, 2001 and approving resolutions adopting the budget, confirming the factors used for calculating the annual appropriations limit for 2000-01, establishing a compensation plan for employees and establishing reimbursement policy for expenses for councilmembers, commissioners and employees.  Presented by City Adm O’Connor.

 

6.     BUSINESS SIGNS

 

Public hearing on a proposed ordinance which would require English letters and Arabic numbers on at least one of the business signs on a property.  Presented by Comm Dev Drtc Kawasaki.

 

7.     FOOD ESTABLISHMENTS

 

Public hearing on a proposed ordinance which amends the Municipal Code by adopting by reference Title 8 Consumer Protection and Title 11 Health and Safety of the Los Angeles County Code requiring a letter grade and inspection score system for all food establishments.  Presented by Asst City Adm Irwin.

8.     CAPITAL PROJECTS

 

Schedule date to meet with O’Connor & Associates to discuss capital projects financing.  Presented by City Adm O’Connor.
