2.     SPECIAL PRESENTATIONS

 

Presentation of certificate of appreciation to Arthur Zimmerla for countless hours of volunteer time and numerous donations to the Railroad Museum. 

 

3.     ORAL COMMUNICATIONS FROM THE CITY COUNCIL

 

The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

 

4.     ORAL COMMUNICATIONS

 

Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time.  When addressing the Council, please come to the podium and give your name and address for the record.  In order to conduct a timely meeting, a 5 minute time limit per person has been established.  Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda.  Persons wishing discussion on Consent Agenda items should so state at this time.

 

5.     CONSENT AGENDA

 

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below.  There may be separate discussion of these items prior to the time the Council votes on the motion.  Specific items may be removed from the Consent Agenda at the request of any councilmember or staff.

 

a.     Approval of Demands - $694,543.73

 

b.     Motion to Waive Further Reading

 

c.     Report submitting agreement with CALTRANS providing for sign maintenance.  RECOMMEND APPROVAL.

 

d.     Report recommending that the City Council schedule next quarterly meeting with Sheriff’s Department for 6:00 PM prior to next regular Council meeting.  RECOMMEND APPROVAL.

 

e.     Report recommending adoption of an ordinance opposing Property Tax against Sales Tax Swap.  RECOMMEND APPROVAL.

 

 

PUBLIC HEARINGS

 

6.     ESCORTS AND ESCORT SERVICES

 

Public hearing on proposed Ordinance No 624 amending Chapter 7 of Title VI of the Municipal Code dealing with escorts and escort services.  Presented by City Atty Diaz.

 

7.     NOISE REGULATIONS

 

Public hearing on proposed Ordinance No 625 amending Chapter 4 of Title IV pertaining to noise regulations and neighborhood sound and yard maintenance controls including leaf blowing machines and adding Chapter 14.5 establishing city holidays.  Presented by City Atty Diaz.

 

8.     CONDITIONAL USE PERMIT NO 197

 

Public hearing on an appeal of Planning Commission approval of a request to demolish an existing building and garages and construct a new sanctuary building with classrooms and offices at 2077 and 2079 Lomita Boulevard in zones C-G and R-1.  Presented by Assistant Planner Patterson.

 

 

SCHEDULED MATTERS

 

9a.   DOWNTOWN COMMERCIAL REVITALIZATION

 

Presentation by Martinez/Amador regarding conceptual plans for the Downtown Commercial District Revitalization Project. 

 

9b.   MONUMENT SIGNS

 

Presentation by Martinez/Amador regarding designs for monument signs in the city.

 

10.   HEALTH DEPARTMENT

 

Report presenting ordinance adopting health department retail food establishment regulations.  Presented by Asst City Adm Irwin.

 

11.  INJURY/ILLNESS PREVENTION PROGRAM

 

Report presenting a citywide injury and illness prevention program.  Presented by Field Services Supervisor Shely.

 

12.  OFFICE SPACE

 

Request from Councilmember Traina that discussion take place on office space for use by the VFW.

 

13.  JULY 3RD COUNCIL MEETING

 

Discussion relative to holding first meeting in July.
