2.     SPECIAL PRESENTATIONS

 

Presentation of certificates of appreciation to poster winners and sponsors of the 10th Annual Follow Me I’m Gang & Drug Free Walk.

 

Presentation of certificate of appreciation to Lani Marshall for coordinating the “Looking Good Lomita” campaign.

 

3.     ORAL COMMUNICATIONS FROM THE CITY COUNCIL

 

The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

          

4.     ORAL COMMUNICATIONS

 

Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time.  When addressing the council, please come to the podium and give your name and address for the record.  In order to conduct a timely meeting, a 5 minute time limit per person has been established.  Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda.  Persons wishing discussion on Consent Agenda items should so state at this time.

 

5.     CONSENT AGENDA

 

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below.  There may be separate discussion of these items prior to the time the Council votes on the motion.  Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

 

a.     Approval of Minutes: April 17 (2) and May 1

 

b.     Approval of Demands – $452,619.72

 

c.     Motion to Waive Further Reading

 

d.     Report submitting final map for Tract 52788, 6 detached single family homes at 2367 W. 241st Street.  RECOMMEND APPROVAL.

 

e.     Report recommending red curb on the east side of Narbonne Avenue from the curb return at 245th Street to the driveway of the Park and Ride Lot and 3 feet of red curb on the north side of the driveway.  RECOMMEND APPROVAL.

 

f.      Report recommending approval of Advisory Board recommendation to utilize Local Law Enforcement Block Grant funds to fund a Community Resources Deputy.  RECOMMEND APPROVAL.

 

g.     Report from Community Development Advisory Board recommending against the formation of a Human Resources Resource Committee as a direct affiliate of the City.  RECOMMEND APPROVAL.

 

h.     Report submitting resolution of intention to call for a public hearing on July 17, 2000, levy assessments and resolution ordering the Public Works Coordinator to prepare an engineer’s report for Landscape Assessment District No 1 for fiscal year 2000-20001.  RECOMMEND APPROVAL.

 

i.      Report recommending award of bid of Heisler Landscape for $3,950 for installation of benches on top of walls around speaker’s platform and garden in front of City Hall.  RECOMMEND APPROVAL.

 

j.      Report recommending award of bid to Building Energy Consultant for $128,640 for the construction of the soccer field lighting and installation of playground equipment at Lomita Park.  RECOMMEND APPROVAL.

 

k.     Report recommending administrative approval of requests for block parties.  RECOMMEND APPROVAL.

 

PUBLIC HEARINGS

 

6.     ESCORTS AND ESCORT SERVICES

 

Public hearing on a proposed ordinance amending Chapter 7 of Title VI of the Municipal Code dealing with escorts and escort services.  Presented by City Atty Diaz.

 

7.     NOISE REGULATIONS

 

Public hearing on a proposed ordinance amending Chapter 4 of Title IV pertaining to noise regulations and neighborhood sound and yard maintenance controls including leaf blowing machines and adding Chapter 14.5 establishing city holidays.  Presented by City Atty Diaz.

 

 

SCHEDULED MATTERS

 

8.     DOWNTOWN COMMERCIAL REVITALIZATION

 

Report submitting conceptual plans for the Downtown Commercial District Revitalization Project.  Presented by Asst City Adm Irwin.

 

9.     PACIFIC COAST HIGHWAY

 

Report dealing with sign maintenance agreement with CALTRANS for Pacific Coast Highway.  Presented by Asst City Adm Irwin.
