3. ORAL COMMUNICATIONS FROM THE CITY COUNCIL
The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.
4. ORAL COMMUNICATIONS
Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to the podium and give your name and address for the record. In order to conduct a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda items should so state at this time.
5. CONSENT AGENDA
All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below. There may be separate discussion of these items prior to the time the Council votes on the motion. Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

c. Motion to Waive Further Reading
d Report recommending approval to purchase Konica 7065 copier for the amount of $15,618. ECOMMEND APPROVAL.
e Report submitting resolution authorizing the City Administrator, Assistant City Administrator, Parks Director and Field Services Director to acquire federal surplus property. RECOMMEND APPROVAL.
f. Report recommending award of bid for $20,599.95 for Commercial Façade Program to G & B Construction for various projects on Narbonne Avenue. RECOMMEND APPROVAL.
g. Report recommending adoption of resolution opposing SB 402 (Burton) regarding compulsory and binding arbitration. RECOMMEND APPROVAL.
h. Report submitting proposal by Urban Design Studio to prepare zoning studies relative to the commercial district and institutional uses in the amount of $9,400. RECOMMEND APPROVAL
A public hearing on Ordinance to change the zoning of Veterans Park, 25700 Walnut Street from R1-P to O-S (Open Space).Presented by Community Development Director Kawasaki.
Report on ordinances from cities of Palos Verdes Estates and West Hollywood providing for increased pet owner responsibility. Presented by City Administrator O’Connor.
8. SPEAKERS STAGE
Report dealing with modifications to the speaker’s stage and garden circle area. Presented by Mgmt Analyst Hogan.
