Presentation of Certificate of Appointment to newly appointed Planning Commissioner Barry Waite, Gangs & Graffiti Committeemember Jacqueline Johnson and Traffic Safety Commissioner Jeff Davis and in-lieu donation for Mr. Waite's service on the Community Development Advisory Board.
2. ORAL COMMUNICATIONS FROM THE CITY
COUNCIL
The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.
3. ORAL COMMUNICATIONS
Persons
wishing to speak to the City Council on subjects other than those scheduled are
requested to do so at this time. When
addressing the council, please come to the podium and give your name and
address for the record. In order to conduct
a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section
54954.2 prohibit the City Council from taking any action on a specific item
unless it
appears on a posted agenda. Persons
wishing discussion on Consent Agenda items should so state at this time.
4. CONSENT AGENDA
All items under the
Consent Agenda are considered by the Council to be routine and will be enacted
by one motion in the form listed below.
There may be separate discussion of these items prior to the time the
Council votes on the motion. Specific
items may be removed from the Consent Agenda at the request of any
Councilmember or staff.

b. Approval of Demands -- $443,556.25
c. Motion to Waive Further Reading
d. Report recommending the recruitment of youth members to sit on the Community Development Advisory Board, Gangs and Graffiti Committee, Parks and Recreation Commission, Railroad Museum Board, Traffic Safety Commission and the Safety Commission. RECOMMEND APPROVAL.
e. Report submitting resolution supporting Proposition 15, the Crime Laboratories Construction Bond Act. RECOMMEND APPROVAL.
f. Second reading and adoption of Ordinance No 615 amending the Municipal Code with respect to solid waste and recycling and authorizing the furnishing of such services pursuant to franchise, permit or license by amending in its entirety Title V Chapter 3. RECOMMEND APPROVAL.
g. Report from Traffic Safety Commission recommending no parking for street sweeping purposes on the west side of Cayuga Avenue from Pacific Coast Highway to 259th Street. RECOMMEND APPROVAL.
h. Report recommending approval of the revised 2000-01 Community Development Block Grant projects. RECOMMEND APPROVAL.
i. Report recommending purchase of office furniture for city facilities. RECOMMEND APPROVAL.
j. Report submitting resolution authorizing application for grant funds from the Community Technology Foundation of California for the establishment of an educational and computer center to be located at the Railroad Museum. RECOMMEND APPROVAL.
k. Report submitting resolution amending the compensation plan for employees to provide for an Accounting Supervisor. RECOMMEND APPROVAL
5. ZONE CHANGE CASE 94/TENTATIVE TRACT

Public hearing on a proposed ordinance to change the zone from A-1 to R-1 and a request for 12 lots with 12 single family homes at 25110, 25118 and 25122 Pennsylvania Avenue. Presented by Comm Dev Drtc Kawasaki.
6. SIGNS IN THE DOWNTOWN ZONE
Public hearing on a proposed ordinance pertaining to the
regulation of signs in the Downtown Commercial Zone. Presented by Comm Dev Drtc Kawasaki.
7. CARPORTS IN RESIDENTIAL ZONES
Public hearing on a proposed ordinance prohibiting carports in all residential zones. Presented by Comm Dev Drtc Kawasaki.

Discussion relative to Founders Day activities for 2000. Presented by City Adm O'Connor.
