2.      ORAL COMMUNICATIONS FROM THE CITY COUNCIL

 

The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

          

3.      ORAL COMMUNICATIONS

 

Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time.  When addressing the council, please come to the podium and give your name and address for the record.  In order to conduct a timely meeting, a 5 minute time limit per person has been established.  Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda.  Persons wishing discussion on Consent Agenda items should so state at this time.

 

4.      CONSENT AGENDA

 

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below.  There may be separate discussion of these items prior to the time the Council votes on the motion.  Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

 

 

a.       Approval of Minutes:  January 3 

 

b.      Approval of Demands -- $245,743.19

 

c.       Motion to Waive Further Reading

 

d.  Report recommending award of contract to L.A. Builders for removal of architectural barriers at City Hall for $22,783 and to G & B Construction for commercial façade projects for $16,190.16.  RECOMMEND APPROVAL.

 

e. Report recommending removal of red curb marking on Narbonne Avenue south of Pacific Coast Highway.  RECOMMEND APPROVAL.

 

f.  Report submitting resolution establishing a parkway tree fee as required by   Section 9-2.62 of Ordinance No 609.  RECOMMEND APPROVAL.

 

  1. Report submitting bids for the purchase of a gasoline operated pavement grinder to SASE Co in the amount of $7,932.81.  RECOMMEND APPROVAL.

 

PUBLIC HEARINGS

 

5.      CONDITIONAL USE PERMIT NO 190/ZONE VARIANCE CASE NO 141

 

Public hearing on an appeal of Planning Commission approval of a request for a Montessori preschool with less than required parking for 30 students at 2266 Lomita Boulevard in Zone C-G.  Presented by Comm Dev Dtr Kawasaki.

 

6.      SITE PLAN NO 906

 

Public hearing on an appeal of Planning Commission approval of a request to open a school for kindergarten through 9th grade at 2458 Lomita Boulevard in Zone C-G.  Presented by Comm Dev Dtr Kawasaki.

 

7.      INTEGRATED WASTE MANAGEMENT

 

Public hearing on proposed Ordinance No 615 amending the Municipal Code with respect to solid waste and recycling and authorizing the furnishing of such services pursuant to franchise, permit or license by amending in its entirety Title V Chapter 3.  Presented by Management Analyst Hogan.

 

8.      PUBLICATION VENDING MACHINES, PAY TELEPHONES AND PARKING PROHIBITIONS

 

Public hearing on proposed Ordinance No 614 which amends the Municipal Code regarding publication vending machines, pay telephones and parking prohibitions for specific places.  Presented by City Adm O'Connor.

 

SCHEDULED MATTERS

 

9.      ECONOMIC DEVELOPMENT

 

Submittal of report relative to expenditure of funds for the implementation of the Economic Development's Subcommittee's recommendations on Pacific Coast Highway.  Presented by Comm Dev Dtr Kawasaki.

 

10.  COMMISSION APPOINTMENTS

 

Appointments to Planning Commission, Gangs & Graffiti Committee, Traffic Safety Commission, Safety Commission, Parks Commission, Railroad Museum Board and Tree Committee.

 

11.  PROPERTY ACQUISITION

 

Discussion of acquisition of property next to Lomita Park as requested by Councilmember Traina.

 

12.  MONUMENT SIGNS

 

Discussion of Welcome to Lomita signs as requested by Councilmember Traina.

 

13.  SECOND MEETING IN FEBRUARY

 

Discussion to reschedule second meeting in February which falls on President's Day, February 21st.
