2.      SPECIAL PRESENTATIONS

 

Presentation of Certificate of Appreciation to Debbie Casas for reporting taggers spraying graffiti on Western and Palos Verdes Drive North. 

 

3.      ORAL COMMUNICATIONS FROM THE CITY COUNCIL

 

The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

          

4.      ORAL COMMUNICATIONS

 

Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time.  When addressing the council, please come to the podium and give your name and address for the record.  In order to conduct a timely meeting, a 5 minute time limit per person has been established.  Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda.  Persons wishing discussion on Consent Agenda items should so state at this time.

 

5.      CONSENT AGENDA

 

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below.  There may be separate discussion of these items prior to the time the Council votes on the motion.  Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

 

 

a.       Approval of Minutes:  November 30, December 6 and 20

 

b.      Approval of Demands -- $475,507.37

 

c.       Motion to Waive Further Reading

 

d.      Report submitting resolution approving Program Supplement and plans and specifications for upgrade of pedestrian heads on various streets.  RECOMMEND APPROVAL & CALL FOR BIDS.

 

e.       Report recommending purchase of four light standards for park and ride lot in the amount of $11,509.14.  RECOMMEND APPROVAL.

 

f.        Report recommending approval of proposed Community Development Block Grant projects for fiscal year 2000-01.  RECOMMEND APPROVAL.

 

g.       Report submitting ordinance amending Municipal Code regarding publication vending machines, pay telephones and parking prohibitions for specific places.  INTRODUCE & CALL FOR PUBLIC HEARING FEB 7.

 

h.       Report recommending revision in existing practice of holding public hearings on the second reading to provide that public hearings be scheduled on the first reading of ordinances.  RECOMMEND APPROVAL.

 

i.         Report submitting recommendation that youth members be appointed to serve on CDAB, Gangs & Graffiti, Parks Commission, Railroad Museum Board, Traffic Safety Commission and Safety Commission.  RECOMMEND APPROVAL.

 

j.        Report recommending solicitation of proposals to prepare plans for water main replacement on Pennsylvania Avenue.  RECOMMEND APPROVAL.

 

k.      Report recommending that Michaelyn Jones be designated Assistant City Attorney.  RECOMMEND APPROVAL.

 

SCHEDULED MATTERS

 

6.      WASTE GENERATION STUDY

 

Presentation by Dr Tseng on the status of the Base Year Waste Generation Study.

 

7.      INTEGRATED WASTE MANAGEMENT

 

Discussion of a proposed ordinance dealing with solid waste and recycling.  Presented by Management Analyst Hogan.

 

8.      LEGISATIVE COMMITTEE

 

Discussion of the formation of a Legislative Committee to review legislative activities affecting the city.  Presented by Councilmember Blackwood.

 

CLOSED SESSION

 

Meeting with Employee Negotiator, City Administrator,  pursuant to G C Section 54957.6 Unrepresented Employees.

 

Conference with legal counsel -- exposure to litigation pursuant to G C Section 54956.9(b)(1) -- 2 cases.
