2.      ORAL COMMUNICATIONS FROM THE CITY COUNCIL

 

The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

          

3.      ORAL COMMUNICATIONS

 

Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time.  When addressing the council, please come to the podium and give your name and address for the record.  In order to conduct a timely meeting, a 5 minute time limit per person has been established.  Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda.  Persons wishing discussion on Consent Agenda items should so state at this time.

 

4.      CONSENT AGENDA

 

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below.  There may be separate discussion of these items prior to the time the Council votes on the motion.  Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

 

a.       Approval of Minutes -- November 15 (2) and November 22

 

b.      Approval of Demands --$311,646.31

 

c.       Motion to Waive Further Reading

 

d.      Report from Traffic Safety Commission recommending removal of red curb marking on the west side of Narbonne Avenue south of Pacific Coast Highway in the area of 25900-26000.  RECOMMEND APPROVAL.

 

e.       Report submitting resolution amending Resolution No 81-56 establishing a  compensation plan for the Field Services Supervisor.  RECOMMEND APPROVAL.

 

f.        Report submitting claim for damages filed by Stephanie Mengel for personal injuries sustained during a tripfall over a raised curb.  RECOMMEND REJECTION.

 

PUBLIC HEARINGS

 

5.      HEIGHT VARIATION PERMIT NO 50

 

Public hearing on an appeal of Planning Commission approval of a request to exceed 16' with a 2 story, 9 unit residential building at 25834-25838 Pennsylvania Avenue in Zone RVD-2500 and RVD-1500.  Presented by Planning Assistant Patterson.

 

SCHEDULED MATTERS

 

6.      MID YEAR BUDGET REVIEW

 

Request to reschedule mid year budget review scheduled for February 1st. 

 

CLOSED SESSION

 

Real property negotiators:  City Attorney and City Administrator pursuant to G C Section 54956.8 Caldan re: 23990 Pennsylvania Avenue Subject:  price and terms.

 

Initiation of litigation pursuant to G C Section 54956.9(c) 24329 Narbonne Avenue.

 

Employee performance evaluation:  City Attorney pursuant to G C Section 54957
