3. ORAL COMMUNICATIONS FROM THE CITY
COUNCIL
The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.
4. ORAL COMMUNICATIONS
Persons
wishing to speak to the City Council on subjects other than those scheduled are
requested to do so at this time. When
addressing the council, please come to the podium and give your name and
address for the record. In order to
conduct a timely meeting, a 5 minute time limit per person has been
established. Amendments to Government
Code Section 54954.2 prohibit the City Council from taking any action on a
specific item unless it appears on a posted agenda.
Persons wishing discussion on Consent Agenda items should so state at
this time.
5. CONSENT AGENDA
All items under the
Consent Agenda are considered by the Council to be routine and will be enacted
by one motion in the form listed below.
There may be separate discussion of these items prior to the time the
Council votes on the motion. Specific
items may be removed from the Consent Agenda at the request of any
Councilmember or staff.

Approval
of Minutes -- October 18, November 1 and 16
b. Approval of Demands --$491,008.29
c. Motion to Waive Further Reading
d. Report from Traffic Safety Commission recommending installation of red curb and solid double yellow centerline on 242nd Street at Narbonne Avenue. RECOMMEND APPROVAL.
e. Report from Traffic Safety Commission recommending installation of parking space markings in front of Medi-Val Drugs, 2233 Lomita Boulevard. RECOMMEND APPROVAL.
f. Report recommending award of bid to Med Tox for $124,417 for construction of the park and ride parking lot. RECOMMEND APPROVAL.
g. Report submitting Claim for Damages submitted by Shirley M. Vensel for personal injury sustained at Lomita Park. RECOMMEND REJECTION.
h. Report submitting resolution affirming the city's intent to purchase property located within the right of way located in the vicinity of 2415 W. 247th Street for $1,347.90 plus administrative costs. RECOMMEND APPROVAL.
i. Report recommending approval of 2000 Lomita 5000 Run/Walk. RECOMMEND APPROVAL.
j. Report recommending approval of a request from the Sheriff's Department to fund the Santa Sleigh's program at a cost of approximately $1300. RECOMMEND APPROVAL.
6. NOISE REGULATIONS
Public hearing on proposed Ordinance No 610 amending the Municipal Code pertaining to noise regulations and neighborhood sound and yard maintenance controls. Presented by City Attorney Diaz.
7. MOTELS & HOTELS
Public hearing on proposed Ordinance extending for a period of 10 months, 15 days a moratorium on approving applications for all new motels and hotels and all re-establishing motels and hotels and declaring the urgency thereof. Presented by City Adm O'Connor.
8. LOMITA LITTLE LEAGUE
Report submitting request from Lomita Little League regarding 2nd Annual Opening Day Parade. Presented by Asst City Adm. Irwin.
9. APPOINTMENTS TO ORGANIZATIONS
Discussion of appointment of delegates to various organizations.
Conference with legal counsel -- exposure to litigation pursuant to G C Section 54957.9(b)(1) one case
Conference with legal counsel -- initiation of litigation pursuant to G C Section 54956.9(c) -- 2 cases
Meeting with Employee Negotiator pursuant to G C Section 54957.6 Unrepresented Employees
