Presentation by Cindy Blount of Golden Shield Award to the City of Lomita Parks Department from the Bay Area Municipal Athletic Association
3. ORAL COMMUNICATIONS FROM THE CITY COUNCIL
The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

COMMUNICATIONS
Persons wishing to speak to the City Council on
subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to
the podium and give your name and address for the record. In order to conduct a timely meeting, a 5
minute time limit per person has been established. Amendments to Government Code Section 54950 prohibit the City
Council from taking any action on a specific item unless it appears on a posted
agenda. Persons wishing discussion on
Consent Agenda items should so state at this time.

CONSENT AGENDA
All items under the Consent
Agenda are considered by the Council to be routine and will be enacted by one
motion in the form listed below. There
may be separate discussion of these items prior to the time the Council votes
on the motion. Specific items may be
removed from the Consent Agenda at the request of any Councilmember or staff.
a. Approval of Demands -- $160,024.15
b. Motion to Waive Further Reading
c. Report submitting resolution approving the application for grant funds for Lomita Park Restoration to construct picnic shelters. RECOMMEND APPROVAL.
d. Report submitting proposed Ordinance No 610 pertaining to noise regulations and neighborhood sound and yard maintenance controls including leaf-blowing machines. INTRODUCE & CALL FOR PUBLIC HEARING DEC 6.
e. Report recommending purchase of an electric operated valve turning machine for $11,164.23 from Hydra Stop Inc. RECOMMEND APPROVAL.
f. Report recommending approval of specs for a gasoline-operated pavement-grading machine. RECOMMEND APPROVAL & CALL FOR BIDS.
g. Report submitting a temporary interim zoning ordinance prohibiting all new motels and hotels and all re-establishing motels and hotels and declaring the urgency thereof. RECOMMEND APPROVAL.
h. Report submitting resolution approving the application for grant funds for the Environmental Enhancement and Mitigation Program under Section 164.56 of the Streets and Highways Code for a tree planting grant program. RECOMMEND APPROVAL.
i. Report recommending installation of protective/permissive left turn phasing for the north and sound approaches on Narbonne Avenue at Pacific Coast Highway. RECOMMEND APPROVAL.

TREE ORDINANCE
Public hearing on proposed Ordinance No 609 dealing with regulating the placement, maintenance and removal of trees on public property. Presented by Asst City Adm Irwin.

PARKWAY TREE AT
1871 W. 260TH STREET
Report regarding appeal from Tree Committee denial of a request to remove a pine tree at 1871 W. 260th Street. Presented by Field Services Supervisor vanGeest.
Labor negotiations pursuant to G C Section 54957.6: Negotiator: City Administrator: All positions.
Conference with legal counsel -- significant exposure to litigation pursuant to G C Section 54956.9(b)(2) three cases.
Conference with legal counsel pursuant to G C Section 54956.9(a) Cal Compact -- proposed settlement.
