COMMUNICATIONS FROM THE CITY COUNCIL
The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.
3. ORAL COMMUNICATIONS
Persons wishing to speak to the City Council on
subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to
the podium and give your name and address for the record. In order to conduct a timely meeting, a 5
minute time limit per person has been established. Amendments to Government Code Section 54950.2 prohibit the City Council from taking any
action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda
items should so state at this time.
4. CONSENT AGENDA
All items under the Consent Agenda are considered by the Council to be
routine and will be enacted by one motion in the form listed below. There may be separate discussion of these
items prior to the time the Council votes on the motion. Specific items may be removed from the
Consent Agenda at the request of any Councilmember or staff.
a. Approval of Minutes: September 14 and September 20, 1999.
b. Approval of Demands -- $156,082.60
c. Motion to Waive Further Reading
d. Report submitting bids and awarding contract for $223,724 to Pavement Coatings for slurry seal on most of the streets and alleys. RECOMMEND APPROVAL.
e. Report submitting bids and awarding contract in the amount of $6,975 to Ace Roofing System for replacing the roof at the Stephenson Center. RECOMMEND APPROVAL.
f. Report submitting resolution establishing the compensation to be paid the City Administrator. RECOMMEND APPROVAL.
g. Report submitting bids and awarding contract in the amount of $44,959 to Magnum Builders Inc. for construction of Railroad Museum Water Tower funded by the Lomita Railroad Museum Foundation. RECOMMEND APPROVAL.
h. Report submitting plans and specifications for construction of a Park and Ride lot at Narbonne Avenue and 245th Street and calling for bids.
i. Report from Traffic Safety Commission submitting request to paint two parking stall markings in front of a residence at 2057 255th Street. RECOMMEND APPROVAL.
j. Report submitting resolution adopting Recycling and Waste Diversion Policy for City Contracts. RECOMMEND APPROVAL.
5. Tree Ordinance
Public Hearing on proposed
Ordinance No. 609 dealing with regulating the placement, maintenance, and
removal of trees on public property.
Presented by Assistant City Administrator Irwin.
6. Noise Ordinance
Public Hearing on proposed Ordinance No. 610 pertaining to noise regulations and neighborhood sound and yard maintenance controls including leaf-blowing machines.
Presented by City Attorney Diaz.
7. Zone Change No. 93
Public Hearing on Zone Change Case No 93 from A-1 to R-1 and Tract No 52726, a 19 lot subdivision for 17 single family dwellings and 2 lots held in common served by a private street in the vicinity of 2048-2058 242nd Street. Presented by Planning Director Kawasaki.
8. Tie Vote at Municipal Elections
Report submitting resolution rescinding Resolution 90-22 providing for a run-off election in case of a tie vote.
Labor negotiations pursuant to G C Section 54957.6: Negotiator: City Administrator: All positions.
Conference with Legal Counsel -- significant exposure to liability re: compliance with AB 939 pursuant to GC Section 54954.5 and 54956.9.
Adjourn to 6:00 PM, October 27th to meet with Sheriff's Department and to discuss internet open access
