2.   SPECIAL PRESENTATIONS

 

Presentation of Certificates of Appointment to newly appointed Parks Commissioner James Gazeley, Community Development Advisory Boardmembers Monica Dever and Mark Waronek and Gangs and Graffiti Committeemember Helena Smith.

 

Presentation of proclamation declaring October 1999 as Crime Prevention Month.

 

Presentation of proclamation declaring October 4-8 as Rideshare Week.

 

ORAL COMMUNICATIONS FROM THE CITY COUNCIL

 

The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

          

3.   ORAL COMMUNICATIONS

 

Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time.  When addressing the council, please come to the podium and give your name and address for the record.  In order to conduct a timely meeting, a 5 minute time limit per person has been established.  Amendments to Government Code Section 54950 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda.  Persons wishing discussion on Consent Agenda items should so state at this time.

 

4.   CONSENT AGENDA

 

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below.  There may be separate discussion of these items prior to the time the Council votes on the motion.  Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

 

a.                Approval of Minutes: August 26 and September 7

 

b.               Approval of Demands -- $109,801.64

 

c.                Motion to Waive Further Reading

 

d.               Report submitting resolution authorizing destruction of certain public records.  RECOMMEND APPROVAL.

 

e.                Report submitting resolution establishing the compensation to be paid the City Administrator.  RECOMMEND APPROVAL.

 

f.                 Report submitting resolution establishing voting precincts and polling places, appointing precinct board members and fixing a stipend for services for the General Municipal Election scheduled for November 2, 1999.  RECOMMEND APPROVAL.

 

g.                Report submitting amendment to Municipal Code providing regulations for the placement, maintenance and removal of trees on public property and rescinding existing ordinance. INTRODUCE AND CALL FOR PUBLIC HEARING 10-18.

 

h.                Report submitting agreement with Lowney Associates to provide geotechnical services for the Cypress Street Reservoir project in the amount of $27,850.  RECOMMEND APPROVAL

 

i.                  Report submitting amendment to Municipal Code pertaining to noise regulations and neighborhood sound and yard maintenance controls including leaf-blowing machines.  INTRODUCE & CALL FOR PUBLIC HEARING 10-18.

 

j.                 Report submitting specifications for an electric operated valve machine for use by the water department.  APPROVE SPECS & CALL FOR BIDS.

 

k.               Report recommending retirement of chipper truck and conversion of bucket truck to chipper/bucket truck combination.  RECOMMEND APPROVAL.

 

l.                  Report submitting resolution amending Res. 81-56 establishing a compensation plan for certain classifications.  RECOMMEND APPROVAL.

 

m.              Report from Planning Commission recommending approval of Zone Change Case No 93 from A-1 to R-1 and Tract No 52726, a 19 lot subdivision for 17 single family dwellings and 2 lots held in common served by a private street in the vicinity of 2048-2058 242nd Street.  INTRODUCE ORDINANCE & CALL FOR HEARING OCT 18.

 

SCHEDULED MATTERS

 

 

 

 

5.   REWARD

 

Report submitting resolution providing for a reward for apprehension and conviction of person/s responsible for murder of Jesse D. Escobar.  Presented by City Attorney.

 

6.   PET POPULATION CONTROL PROGRAM

 

Discussion of request from County of Los Angeles Animal Care and Control requesting contribution to SAVE (Save-Adopt-Vaccinate-Educate) as requested by Mayor Traina.

 

7.   MEETING DATES

 

Schedule meeting dates with Sheriff's Department for quarterly meeting and a meeting to discuss cable/internet open access.
