Presentation of Business Beautification Award for "Most Improved" businesses: Smith's Cycles, Pacific P.J. (Papa John's Pizza), Jim's Auto Sales and Lomita Feed Store.
3. ORAL COMMUNICATIONS FROM THE CITY
COUNCIL
The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.
4. ORAL COMMUNICATIONS
Persons
wishing to speak to the City Council on subjects other than those scheduled are
requested to do so at this time. When
addressing the council, please come to the podium and give your name and address
for the record. In order to conduct a
timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54950
prohibit the City Council from taking any action on a specific item unless
it appears on a posted
agenda. Persons wishing discussion on
Consent Agenda items should so state at this time.
5. CONSENT AGENDA
All items under the
Consent Agenda are considered by the Council to be routine and will be enacted
by one motion in the form listed below.
There may be separate discussion of these items prior to the time the
Council votes on the motion. Specific
items may be removed from the Consent Agenda at the request of any
Councilmember or staff.
a. Approval of Minutes: August 2 and 16
b. Approval of Demands -- $421,708.79
c. Motion to Waive Further Reading
d. Report recommending that the C/L/T PIC carry out all board activities associated with planning and implementation of the Workforce Investment Act of 1998 and that the C/L/T PIC be appointed as the Alternative Entity under WIA to serve until such time as the consortium complete the work related to the appointment of a Consortium Workforce Investment Board. RECOMMEND APPROVAL.
e. Report recommending authority to proceed with plans and specifications for construction of two picnic shelters at Lomita Park to be funded from Various Special Appropriations Grant for $59,100. RECOMMEND APPROVAL.
f. Report submitting specifications and negative declaration for Project 110, slurry seal of most city streets. RECOMMEND APPROVAL.
6. CITIZENS OPTION FOR PUBLIC SAFETY (COPS)
Public hearing to consider requests for funding of front
line municipal police services in accordance with provisions of AB 3229 and
consideration of resolution approving same.
Presented by Finance Officer Gilbert.
7. ZONING ORDINANCE AMENDMENT
Public hearing on proposed Ordinance
No 608 which amends the Zoning Ordinance to prohibit tents, canopies and
similar equipment in required yards and resolution establishing fees for a
permit. Presented by Planner Kawasaki.

APPOINTMENTS
Appointments to Planning Commission, Community Development Advisory Board, Gangs and Graffiti Committee, Parks Commission and Tree Committee.

UNDERGROUND
UTILITY DISTRICT
Discussion on establishing an Underground Utility District for Narbonne Avenue. Presented by City Attorney Diaz.
10. REWARD
Discussion of reward for apprehension and conviction of person/s responsible for murder of Jesse D. Escobar as requested by Councilmember King.
Labor negotiations pursuant to G C Section 54957.6: Negotiator: City Administrator: All positions.
Public employee evaluation of performance of duties -- title: City Administrator pursuant to G C Section 54957.
