The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

          

4.      ORAL COMMUNICATIONS

 

Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time.  When addressing the council, please come to the podium and give your name and address for the record.  In order to conduct a timely meeting, a 5 minute time limit per person has been established.  Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda.  Persons wishing discussion on Consent Agenda items should so state at this time.

 

5.      CONSENT AGENDA

 

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below.  There may be separate discussion of these items prior to the time the Council votes on the motion.  Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

 

a.       Approval of Minutes:  July 19(2) and 20

 

b.      Approval of Demands -- $446,861.42

 

c.       Motion to Waive Further Reading

 

 

 

 

d.      Report from Traffic Safety Commission recommending installation of red curb marking in front of the VFW Post, 1865 Lomita Boulevard. RECOMMEND APPROVAL.

 

e.       Report from Traffic Safety Commission recommending removal of crosswalk markings on Narbonne Avenue at 241st Street.  RECOMMEND APPROVAL.

 

f.        Report submitting letter of resignation from Parks Commissioner Terry Judd.  RECOMMEND APPROVAL.

 

g.       Report recommending that the city sponsor a California ReLeaf 2000 Tree Planting grant application.  RECOMMEND APPROVAL.

 

h.       Report recommending purchase and installation of benches on low concrete walls adjacent to speaker's platform in front of City Hall.  RECOMMEND APPROVAL.

 

i.         Report recommending approval of agreement with County of Los Angeles to assign lapsing Surface Transportation Program funds as credit for Pennsylvania Avenue.  RECOMMEND APPROVAL.

 

j.        Report confirming Mayor Traina and Councilmember Estrada as Council representatives to the Sister City Association.  RECOMMEND APPROVAL.

 

k.      Report recommendation authorization to purchase a used extended cab pickup truck for the Parks Department for a-not-to-exceed cost of $25,000.  RECOMMEND APPROVAL.

 

l.         Report recommending lease of West Coast Basin water rights for the 1999/2000 fiscal year.  RECOMMEND LEASE TO CITIES OF MANHATTAN BEACH AND INGLEWOOD, L.A. COUNTY SANITATION DISTRICT NO. 2 AND DOMINGUEZ WATER CORP.

 

m.     Report submitting ordinance prohibiting tents and similar equipment in required yards and other areas visible from a public street.  INTRODUCE ORDINANCE AND CALL FOR PUBLIC HEARING 7-20.

 

n.       Report from Traffic Safety Commission recommending installation of red curb in the area of 240th Street and Benhill Avenue.  RECOMMEND APPROVAL.

 

o.      Report submitting plans and specifications for construction of water tower at Railroad Museum.  APPROVE PLANS & SPECS AND CALL FOR BIDS.

 

SCHEDULED MATTERS

 

6.      FOREIGN LANGUAGE SIGNS

 

Discussion of foreign language signs as requested by Councilmember Blackwood.

 

 

7.      INSTITUTIONAL USES IN COMMERCIAL ZONES

 

Discussion of institutional uses in Commercial Zones as requested by Mayor Traina.

 

8  MEETINGS WITH COMMISSIONS

 

Schedule joint meeting dates with commissions and boards to discuss mutual matters of interest as requested by Mayor Traina.
