The City Council may discuss and act upon described under Council Comments; however, items which are not will be limited to Council reports, announcements items or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

          

4.      ORAL COMMUNICATIONS

 

Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time.  When addressing the council, please come to the podium and give your name and address for the record.  In order to conduct a timely meeting, a 5 minute time limit per person has been established.  Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda.  Persons wishing discussion on Consent Agenda items should so state at this time.

 

5.      CONSENT AGENDA

 

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below.  There may be separate discussion of these items prior to the time the Council votes on the motion.  Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

 

a.       Approval of Minutes:  April 19 and May 17

 

b.      Approval of Demands -- $689,471.74

 

c.       Motion to Waive Further Reading

 

d.      Report submitting recommendation from Railroad Museum Board that admission fees to the Museum be increased from $1 to $2 for adults and from $.50 to $1 for children effective August 1, 1999.  RECOMMEND APPROVAL.

 

e.       Report submitting city-county law enforcement services agreement renewal for five years.  RECOMMEND APPROVAL.

 

f.        Report submitting proposal from R.K.A. Civil Engineers Inc for preparation of specifications and related work for Lomita Park improvements under the Safe Neighborhood Park Grant Project.  RECOMMEND APPROVAL.

 

g.       Report recommending approval to call for bids for purchase of a ¾ ton compact pickup truck/club cab/service body for use in the Parks and Recreation Department.  RECOMMEND APPROVAL.

 

h.       Report from Traffic Safety Commission recommending installation of speed limit signs on 250th Street between Cypress and Pennsylvania Avenue.  RECOMMEND APPROVAL.

 

i.         Report recommending that first meeting in July be rescheduled to July 6th due to holiday.  RECOMMEND APPROVAL.

 

j.        Report from Planning Commission recommending approval of Tract No 52788, a condominium map for six detached residential units at 2367 W. 241st Street in RVD-1500.  CALL FOR HEARING JULY 6.

 

k.      Report submitting resolutions giving notice of a general municipal election to be held on November 2, 1999, requesting specified services from the County of Los Angeles, and adopting regulations for candidates.  RECOMMEND APPROVAL.

 

PUBLIC HEARINGS

 

6.      UNIFORM BUILDING CODE ET AL

 

Continued public hearing on proposed Ordinance No 607 which adopts by reference the 1997 Uniform Building Code, 1998 Electrical Code, 1997 Uniform Plumbing and Mechanical Codes and resolution establishing fees for building, grading, plumbing, mechanical and electrical permits.  Presented by Planner Kawasaki.

 

7.      1999-00 BUDGET

Public hearing on proposed budget for July 1, 1999 through June 30, 2000 and approving resolutions adopting the budget, confirming the factors used for calculating the annual appropriation limit for 1999-00, establishing a compensation plan for employees, and establishing reimbursement policy for expenses for councilmembers, commissioners and employees.  Presented by City Adm O'Connor.

 

SCHEDULED MATTERS

 

8.      BUS SHELTERS

Report dealing with installation and maintenance of two bus shelters on Western Avenue near Palos Verdes Drive North.  Presented by City Adm O'Connor.

 

9.      CAPITAL IMPROVEMENTS WORKSHOP

 

Report recommending that the capital improvements workshop scheduled for June 28th be rescheduled.  Presented by City Adm O'Connor.
