  4. The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

  5. ORAL COMMUNICATIONS
  6. Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to the podium and give your name and address for the record. In order to conduct a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda items should so state at this time.

  7. CONSENT AGENDA

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below. There may be separate discussion of these items prior to the time the Council votes on the motion. Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

  2. Approval of Demands – $278,123.38
  3. Motion to Waive Further Reading
  4. Report submitting contract with Urban Design Studios to provide design services for a park and ride lot located at the northeast corner of 245th Street and Narbonne Avenue. RECOMMEND APPROVAL.
  5. Report recommending increase of $10,000 for FY 98-99 budget for CDBG Project "Removal of Architectural Barriers". RECOMMEND APPROVAL.
  6. Report submitting contract with Katherine Beal to provide code enforcement services on an as needed basis. RECOMMEND APPROVAL.
  7. Report submitting ordinance dealing with control of pollutant discharges to the municipal storm drain system. INTRODUCE AND CALL FOR PUBLIC HEARING ON MAY 3.
  8. Report from Planning Commission submitting ordinance to allow car rental in the C-R zone. INTRODUCE AND CALL FOR PUBLIC HEARING ON MAY 3.
  9. Report from Planning Commission recommending approval of Tentative Tract Map No. 52658, a request for a one lot division for condominium purposes at 26111 Oak Street in the RVD-2500 Zone. CALL FOR PUBLIC HEARING ON MAY 3.
  10. Report submitting preliminary schedule for Fiscal Year 1999/00 budget workshops and deliberations. RECOMMEND APPROVAL.

PUBLIC HEARING

6. REVIEW OF GARAGES

Public hearing on proposed Ordinance No 604 which amends Sections 11-1.31.03 and 11-1.32.03 relative to the review of garages in the A-1 and R-1 zones. Presented by Planner Kawasaki.

SCHEDULED MATTERS

  1. SPEED LIMITS ON WALNUT STREET
  2. Report from Traffic Safety Commission recommending that speed limits on Walnut Street be maintained and that appropriate signs be posted. Presented by Assistant City Administrator Irwin.

  3. SPEED LIMITS ON LOMITA BOULEVARD
  4. Report from Traffic Safety Commission recommending that speed limits on Lomita Boulevard be maintained. Presented by Assistant City Administrator Irwin. 

  5. 2007 COMMITTEE
  6. Appointment of members to 2007 Committee as requested by Councilmember Hargrave.

  7. PUBLICATION VENDING MACHINES
  8. Second reading and adoption of Ordinance No 603 which regulates publication vending machines. Presented by Acting City Attorney.

  9. BUS BENCHES

Reconsideration of selection of bus benches and trash receptacles as requested by Councilmember Blackwood.

CLOSED SESSION

Conference with legal counsel – anticipated litigation – significant exposure to litigation pursuant to G C Section 54956.9 (b)(1) 2 cases
