Presentation of certificates of appreciation to Captain Neil Shupe, Engineer Joe Felando, Firefighter Paramedic Paul Tippin, Firefighter Paramedic Gary Gibbs and Firefighter Paramedic Rob Underwood for rescuing 14 people trapped inside a collapsed building on Pacific Coast Highway on February 23, 1999.

    Presentation of certificates of appreciation to Scott Butler for successful completion of Senshu Marathon in Takaishi, Japan, in February 1999 and to Mike Grimaldi for successful completion in February 1997.

    Presentation of proclamation declaring April 11-17 as National Library Week.

  4. The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

  5. ORAL COMMUNICATIONS
  6. Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to the podium and give your name and address for the record. In order to conduct a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda items should so state at this time.

  7. CONSENT AGENDA

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below. There may be separate discussion of these items prior to the time the Council votes on the motion. Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

  1. Approval of Minutes – January 26, February 16, March 1 (2)
  2. Approval of Demands – $424,765.32
  3. Motion to Waive Further Reading
  4. Report recommending award of bid to Century Paving for $191,895.19 for the improvement of Lucille Avenue from Pacific Coast Highway southerly. RECOMMEND APPROVAL.
  5. Report recommending call for bids for the maintenance of a landscaped bike path on Palos Verdes Drive North, median islands on Palos Verdes Drive North and Lomita Boulevard and parking lot landscaping at Lomita Boulevard and Alliene Avenue for 1999-2004. RECOMMEND APPROVAL
  6. Report recommending approval of the final map for Parcel Map 24586, two single family residences at 1810 254th Street. RECOMMEND APPROVAL.
  7. Report recommending approval of the final map for Parcel Map 25014, a 3 lot division of land at 24225 Walnut Street. RECOMMEND APPROVAL.
  8. Report submitting ordinance allowing for administrative approval of garages under 750 square feet in zones A-1 and R-1. INTRODUCE ORD & CALL FOR HEARING APRIL 19TH.

PUBLIC HEARINGS

  1. PUBLICATION VENDING MACHINES
  2. Public hearing on proposed Ordinance No 603 which amends Chapter 5 of Title IV of the Municipal code regulating publication vending machines. Presented by City Attorney.

    SCHEDULED MATTERS

  3. TREE CITY USA
  4. Report recommending Arbor Day observance on April 30th and planting of trees on 250th Street between Cypress Street and Narbonne Avenue. Presented by Asst City Adm Irwin.

  5. 411 RATE INCREASE
  6. Discussion and consideration of resolution opposing Pacific Bell’s 411 rate increase as requested by Mayor Traina. 

  7. PACIFIC COAST HIGHWAY STREETSCAPE
  8. Report dealing with trees and street name signs on Pacific Coast Highway as requested by Mayor Traina.

  9. LEAF BLOWERS

Discussion and consideration of legislation dealing with leaf blowers as requested by Mayor Traina.
