  2. Presentation of service awards to Tree Management Committeemembers Lorraine Manfrass and Traci Traina.

    Presentation of certificate of appreciation for donation of $2500 to the Railroad Museum Foundation in the name of Flora Hameetman.

  3. ORAL COMMUNICATIONS FROM THE CITY COUNCIL
  4. The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

  5. ORAL COMMUNICATIONS
  6. Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to the podium and give your name and address for the record. In order to conduct a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54954.2 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda items should so state at this time.

  7. CONSENT AGENDA

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below. There may be separate discussion of these items prior to the time the Council votes on the motion. Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

  1. Approval of Minutes: January 4, 1999
  2. Approval of Demands - $95,342.27
  3. Motion to Waive Further Reading

d. Report recommending the city's continued support of the Lomita 5000 to be held

June 27, 1999. RECOMMEND APPROVAL.

e. Report recommending that a precise level survey be conducted on the Cypress Street Reservoir at an estimated cost of $3,500. RECOMMEND APPROVAL.

  1. Report recommending that the Local Law Enforcement Block Grant Program funds be utilized for a Special Assignment Officer. RECOMMEND APPROVAL.
  2. Report submitting ordinance adding Chapter 14 to Title IV regulating pay phones. INTRODUCE & CALL FOR HEARING FEB 16.
  3. Report submitting claim for property damage to vehicle submitted by Sean A. Bennett. RECOMMEND REJECTION.

SCHEDULED MATTERS

  1. VISUAL PREFERENCE SURVEY
  2. Presentation of visual preference survey for downtown Lomita as presented by Urban Design Studio.

  3. BUS BENCHES
  4. Discussion and selection of bus benches to be placed within the city. Presented by Asst City Admin Irwin.

  5. LIBRARY FACILITIES MITIGATION FEE
  6. Discussion of proposed library facilities mitigation fee to be imposed on new residential development to finance construction of new library facilities as requested by Mayor Traina.

  7. REDEVELOPMENT ON PACIFIC COAST HIGHWAY

Discussion and consideration of adoption of resolution designating a redevelopment survey area on Pacific Coast Highway within the city limits. Presented by City Attorney Rozell.
