  2. Presentation of certificates of appreciation to Katherine Falk, Michelle Condie, Ashley Leider, Beth Borchert and Kewal Kay Lalwani, Girl Scout Silver Award recipients. 

    Presentation of certificate of appreciation to John Tuso for 1000 hours of volunteer service with the Lomita Sheriff’s Station Bird Dogs. 

    Presentation of certificate of appreciation to Reggie Snelson for outstanding contributions to the community. 

    Presentation of proclamation to West Basin Municipal Water District for its Drought-proof 2000 program. 

  3. ORAL COMMUNICATIONS FROM THE CITY COUNCIL

The City Council may discuss and act upon items described under Council Comments; however, items which are not so described will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

 4. ORAL COMMUNICATIONS

Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to the podium and give your name and address for the record. In order to conduct a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54950 prohibits the City Council from taking any action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda items should so state at this time.

  1. CONSENT AGENDA

All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below. There may be separate discussion of these items prior to the time the Council votes on the motion. Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff. 

    1. Approval of Minutes – April 6 and 20, 1998 
    2. Approval of Demands – $303,918.35 
    3. Motion to Waive Further Reading 
    4. Report submitting claim for damages brought by City of Torrance regarding joint construction project on Crenshaw Boulevard. RECOMMEND REJECTION. 
    5. Report submitting claim for damages brought by Shale Parker for wrongful arrest and false imprisonment. RECOMMEND REJECTION. 
    6. Report recommending award of bid to Terra Pave Inc for $226,963.60 for the improvement of 248th St from Pennsylvania westerly 800’ to deadend. RECOMMEND APPROVAL. 

PUBLIC HEARINGS 

  1. 1998-99 BUDGET
  2. Public hearing on the proposed budget for July 1, 1998 through June 30, 1999. Presented by Interim City Administrator Irwin. 

    SCHEDULED MATTERS 

  3. LOMITA LANDSCAPE MAINTENANCE DISTRICT NO. 1
  4. Receive public testimony on assessing maintenance and repairs for public landscaping along the north side of Palos Verdes Drive North, adjacent to the Rolling Ranchos Tract. Presented by Interim City Administrator Irwin. 

  5. ECONOMIC DEVELOPMENT CONSULTANTS 
  6. Selection of economic development and architectural consultants for the downtown revitalization project. Presented by Interim City Administrator Irwin. 

  7. EXPIRATION OF TERMS 
  8. Report advising of expiration of terms for Planning Commissioners Terry Liston and John Mays. 

  9. DIFFERENTIAL PAY SURVEY 
  10. Report submitting survey on differential pay when an employee is required to temporarily perform the duties of a higher classification as requested by Councilmember Estrada. 

  11. ADOPT A HIGHWAY 
  12. Discussion of procedures involved in implementing an Adopt A Highway Program as requested by Councilmember Traina.

  13. BILLBOARD ADVERTISING 

Discussion of billboard advertising as requested by Councilmember King.

CLOSED SESSION

 Conference with legal counsel – initiation of litigation – significant exposure to litigation pursuant to G C Section 54956.9(c) 1 case.
