The City Council may discuss and act upon items described under Council Comments; however, items which are not so described will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

  1. ORAL COMMUNICATIONS

Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to the podium and give your name and address for the record. In order to conduct a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54950 prohibits the City Council from taking any action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda items should so state at this time.

 

  1. CONSENT AGENDA
  2. All items under the Consent Agenda are considered by the Council to be routine and will be enacted by one motion in the form listed below. There may be separate discussion of these items prior to the time the Council votes on the motion. Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

    1. Approval of Minutes – March 16, 24 and 30 (2), 1998
    2. Approval of Demands – $143,722.20
    3. Motion to Waive Further Reading
    4. Report submitting ordinance regulating the placement of security devices on the exteriors of commercial buildings. INTRODUCE & CALL FOR HEARING JUNE 1, 1998.
    5. Report submitting lease and lease options for property identified as Lot 67 of Tract 15, 24418 Narbonne Avenue. RECOMMEND APPROVAL.
    6. Report submitting resolution of intention and resolution ordering preparation of an engineer’s report for Landscape Maintenance District No. 1. RECOMMEND APPROVAL AND CALL FOR PUBLIC HEARING ON JULY 20, 1998.
    7. Report recommending repair of Harbor Hills water tank. RECOMMEND APPROVAL.
    8. Report submitting Memorandum of Understanding with County of Los Angeles to allocate funds for conducting storm water management related site visitations as required under the National Pollutant Discharge Elimination System. RECOMMEND APPROVAL.
    9. Report from Traffic Safety Commission recommending installation of 9’ of red curb on the north side of 241st Street adjacent to the east side of the driveway at 2235 241st Street. RECOMMEND APPROVAL.

PUBLIC HEARINGS

  1. PUBLIC EMPLOYEES RETIREMENT SYSTEM
  2. Public hearing on proposed Ordinance No. 592 which amends the contract between the Board of Administration of the Public Employees Retirement System and the City Council dealing with 2% at 55 years. Presented by Interim City Administrator Irwin.

    SCHEDULED MATTERS

  3. WATER LEGISLATION

Discussion dealing with legislation regarding local control of water policy as presented by Mayor Hargrave.

  1. COMPLETION OF REDEVELOPMENT PLAN

Discussion to place a measure regarding redevelopment on the November 3rd General election ballot.

CLOSED SESSION

Conference with legal counsel – anticipated litigation – significant exposure to litigation pursuant to G C Section 54956.9(b) 2 cases.

Conference with legal counsel – initiation of litigation – significant exposure to litigation pursuant to G C Section 54956.9(c) 2 cases.

Conference pursuant to G C Section 54957 City Administrator dismissal.

Conference with Real Estate Negotiator: Interim City Administrator - pursuant to GC Section 54956.8 regarding real property identified as portion of Lot 87 of Tract 848, negotiating parties: Lomita Plaster Co.
