    The City Council may discuss and act upon items described under Council Comments; however, items which are not will be limited to Council reports, announcements or requests for clarification, or factual information, or to placement of matters on the agenda for a future meeting.

    Persons wishing to speak to the City Council on subjects other than those scheduled are requested to do so at this time. When addressing the council, please come to the podium and give your name and address for the record. In order to conduct a timely meeting, a 5 minute time limit per person has been established. Amendments to Government Code Section 54950 prohibit the City Council from taking any action on a specific item unless it appears on a posted agenda. Persons wishing discussion on Consent Agenda items should so state at this time.

     

  5. CONSENT AGENDA

 

All items under the Consent Agenda re considered by the Council to be routine and will be enacted by one motion in the form listed below. There may be separate discussion of these items prior to the time the Council votes on the motion. Specific items may be removed from the Consent Agenda at the request of any Councilmember or staff.

 

    1. Approval of Minutes –February 23, March 2 and 23

    3. Approval of Demands – $335,275.51

    5. Motion to Waive Further Reading

    7. Report recommending authorization to proceed with bid process to lease
    8. the city’s water rights for 1998-99. RECOMMEND APPROVAL.

       

    9. Report submitting resolution amending Res. 97-20 regarding fees for
    10. escorts and escort services. RECOMMEND APPROVAL.

       

    11. Report submitting plans and specifications, notice inviting bids and negative declaration for the improvement of 248th Street from Pennsylvania Avenue westerly to the deadend. RECOMMEND APPROVAL.

 

g. Report dealing with statement of costs for the 2% at 55 years formula for the

Public Employees Retirement System. RECEIVE AND FILE.

 

    1. Report submitting request from Chamber of Commerce requesting waiver of

license fees and permits for Founder’s Day, June 26-28, 1998. RECOMMEND APPROVAL.

 

i. Report recommending the creation and abolishment of certain city positions

and approval of organizational chart. RECOMMEND APPROVAL.

 

  1. DRAFT GENERAL PLAN & DRAFT EIR

    Public hearing on the draft General Plan and the draft Environmental Impact Report. Presented by Planner Kawasaki and Consultant Blodgett.

    Public hearing on proposed Ordinance No. 590 which amends the Municipal Code relating to adult businesses. Presented by Planner Kawasaki.

     

  5. FENCES IN COMMERCIAL ZONES

    Public hearing on proposed Ordinance No. 591 which amends the Municipal Code relative to the regulation of fences and walls in commercial zones. Presented by Planner Kawasaki.

    Report submitting contract with the Chamber of Commerce. Presented by Interim City Administrator Irwin.

     

  9. MEETING WITH SHERIFF’S DEPARTMENT

    Report suggesting that the City Council schedule a time to meet with the Sheriff’s Department. Presented by Interim City Administrator Irwin.

     

  11. MEETING TO INTERVIEW CONSULTANTS

Report suggesting that the City Council schedule a time to interview consultants to provide economic development and/or architectural services for the City. Presented by Planner Kawasaki.
